# Notice on Launching the 13th Selection of Excellent Youth Science and Technology Papers in Beijing Organized by the Beijing Association for Science and Technology
To all directors and members:
To further implement the capital talent strategy, fully carry out the *Opinions on Promoting the Growth of Young Scientific and Technological Talents Issued by the Beijing Association for Science and Technology*, and strengthen the development of young scientific and technological talent teams, the Beijing Association for Science and Technology (BAST) will organize the 13th Selection of Excellent Youth Science and Technology Papers in 2015. All relevant institutions are required to widely publicize this activity, complete organizational work, strictly uphold research integrity and academic standards, ensure high paper quality, and encourage young scientific and technological workers to participate actively. Relevant arrangements are notified as follows:
## I. Scope of Submission
1. Papers submitted by municipal-level academic societies (including associations, research councils, etc.) and foundations are eligible for this selection.
2. The first author of the submitted paper shall be under 40 years old (born on or after January 1, 1975), and engaged in scientific research, teaching, management or production work in institutions within Beijing.
## II. Submission Requirements
1. Eligible papers shall have been officially published in academic journals in or after 2013, with the applicant as the first author.
2. Submitted papers shall reflect cutting-edge progress or important research achievements in relevant disciplines at home and abroad, featuring high academic quality and innovative value.
3. Authors shall guarantee the authenticity and objectivity of paper content, avoid confidential information, and bear full responsibility for the content of their papers.
4. If the original paper is written in a foreign language, a full Chinese translation shall be attached.
## III. Selection Procedures
### 1. Preliminary Review
All municipal-level societies affiliated to BAST act as preliminary review bodies, organizing professional experts to conduct initial screening of submitted papers. Authors shall fill out the *Paper Application Registration Form* (Attachment 1), and submit hard copies of the paper, completed registration form, and copies of the original published journal, together with electronic versions of the paper, to the corresponding municipal society for preliminary review.
### 2. Recommendation
Each institution may recommend a maximum of 5 outstanding papers to BAST after preliminary review. Each recommended paper shall be endorsed by at least two senior-title experts in the relevant field. The preliminary review institution shall guarantee that all recommended papers are free from plagiarism, academic fraud and other academic misconduct.
Two hard copies of the paper, registration form and journal reprint, electronic versions of the paper and registration form, as well as an electronic list of all papers reviewed by the institution shall be submitted to the Beijing Science and Technology Social Organization Service Center before September 10.
### 3. Final Review
BAST will set up an expert review committee to conduct final evaluation on all recommended papers. The final review comments shall cover comprehensive assessment of each paper’s academic value, market transformation potential and social benefits.
## IV. Award Setup
1. This selection will grant 20 First Prizes, 40 Second Prizes and 60 Third Prizes.
2. BAST will issue a Certificate of Excellent Youth Science and Technology Paper in Beijing to award winners, with the certificate only awarded to the first author.
