Abstract: Laboratory animals are the basic materials and supporting condition of life science research, important strategic scientific and technological resources, as well as an important part of the national science and technology platform construction. The national science and technology innovation plan of the 13th five year plan puts forward: “ develop the cultivation of new resources and varieties of laboratory animals, accelerate the creation and application of animal models of anthropogenic and complex diseases, and add a number of new varieties and new strains, with the total amount of resources close to the level of developed countries;. . . ” . Therefore, this paper combs the relevant policies of the development of laboratory animal science and technology in China from the aspects of laws and regulations, standard system, management system, etc. , and discusses the guiding role of these policies in the construction and sharing of laboratory animal resources in China, as well as the thinking and suggestions on improving relevant policies and regulations and implementing management measures.

摘要: 实验动物是生命科学研究的基础材料和支撑条件,是重要的战略性科技资源,也是国家科技基础条件平台建 设的重要组成部分。 十三五国家科技创新规划提出:“开展实验动物新资源和新品种培育,加快人源化和复杂疾病 动物模型创制与应用,新增一批新品种、新品系,资源总量接近发达国家水平;… … ” 。 因此,本文从我国实验动物 法律法规、标准体系、管理制度等方面梳理我国实验动物科技工作发展的相关政策,浅谈这些政策对我国实验动物 资源建设与共享的导向作用,以及完善相关政策法规与落实管理措施的思考与建议。
