Abstract: According to statistical data, the annual global utilization of laboratory animals in scientific experimentation is approximately one billion. The contributions and sacrifices of these animals have been instrumental in overcoming numerous scientific challenges faced by humanity. However, it should be noted that during the experimental process, laboratory animals often endure significant physiological and psychological stress and harm. The welfare and ethical issues involved in this practice have consistently been a focal point of societal debate. Consequently, the question of how to balance the relationship between scientific research and animal welfare, in order to ensure the legitimacy of scientific exploration whilst also demonstrating respect for animal life, is a scientific question that must be answered. The present paper will commence with a historical development of animal ethics, combining relevant domestic and international legislative practices, and further elaborate on management recommendations and challenges for ethical governance, with the aim of providing a reference for improving China′s ethical governance framework.
